In a sense, what is happening at the universal level is what happens with the development of an embryo. The embryo develops from its initial egg all the way through to a final organism. And while there may be any number of variations occurring during that developmental process, they are integrally controlled by the DNA which forms the structure and boundaries within which the development occurs. In this view, universal ontogeny replicates cosmological ontogeny.
